UK tap water carries two separate issues. Hardness is dissolved calcium and magnesium from chalk and limestone that leaves a mineral film and reacts with soap. Chlorine is a disinfectant residual, safe to drink but drying to skin and hair. Across the south and east, most homes have both at once.

What is hard water, and where does it come from?

Water hardness is caused by dissolved calcium and magnesium. As the Drinking Water Inspectorate explains, the amount depends entirely on local geology. Rain that soaks through chalk and limestone, which are largely calcium carbonate, dissolves those minerals and carries them into the aquifer before the water ever reaches your tap.

This is why hardness follows a geological map of Britain. Southeast England, East Anglia and much of the Midlands sit on chalk and limestone, so supplies there are hard to very hard. Scotland, Wales and northwest England draw from granite uplands and moorland reservoirs, which give some of the softest water in Europe.

Hardness is measured in milligrams per litre of calcium carbonate. The DWI classes water as soft up to 100, and very hard above 300. Hard water is not a safety concern to drink. In fact the calcium and magnesium are the reason UK rules do not force companies to remove it.

What is chlorine, and why is it in my water?

Chlorine is a disinfectant. UK water companies add it, and must maintain a small residual amount all the way to your tap, so that water stays free of harmful microbes across miles of pipework. This is a legal duty under the Water Supply (Water Quality) Regulations 2016, not an optional extra.

The residual you actually receive is tiny. Typical levels at the tap sit around 0.1 to 0.5 milligrams per litre. The World Health Organization sets a guideline value of 5 milligrams per litre and notes that no adverse treatment related health effects have been observed in people at the levels used for disinfection. In short, chlorine at UK tap concentrations is safe to drink.

The catch is that the same property that makes chlorine useful, its reactivity, is what your skin and hair notice in a hot shower.

How does each one affect skin and hair?

The two work in completely different ways. Hardness is about minerals. Chlorine is about chemistry.

Calcium and magnesium react with soap and shampoo to form an insoluble scum, the same reaction that leaves tide marks on a bath. On skin and hair that can leave a faint mineral film and reduce lather, so you tend to use more product. Named research has also linked hardness to the skin barrier. A 2021 systematic review and meta analysis in Clinical and Experimental Allergy (Jabbar-Lopez and colleagues) reported that children in harder water areas had higher odds of atopic eczema, with an odds ratio of 1.28, though the authors rated the certainty of that evidence as very low and found water softeners did not improve eczema that had already developed. Any skin effect here is associative, not a proven cause.

Chlorine acts as an oxidiser. Dermatology sources describe how it can strip the natural oils, or sebum, from skin and hair, which is associated with dryness, tightness, itching and brittle or dull hair. This is the drying, squeaky feeling some people notice after a shower, and it is distinct from any mineral film.

How can I tell which one is affecting me?

The clues are different for each. Hardness tends to announce itself around the home. Look for white scale on the kettle and shower head, spotting on glass, poor lather, and a faint film on skin after washing. If your postcode is in the south or east of England, hardness is very likely part of the picture.

Chlorine tends to announce itself through your senses. A faint swimming pool smell from hot water, or skin and hair that feel dry and stripped rather than filmy, point toward the disinfectant residual. Because levels can rise after the network is flushed or repaired, the smell can come and go.

The honest answer for most UK homes in the south and east is that both are present at the same time. You can have hard water rich in calcium and a maintained chlorine residual in the very same supply, which is why skin and hair can feel both filmed and dried at once.

Is hard water bad for you to drink?

No. The Drinking Water Inspectorate does not set a hardness limit, and the calcium and magnesium in hard water are not a safety concern. UK guidance even suggests keeping some minerals in artificially softened supplies. Hardness is mainly a nuisance for soap, appliances and, for some people, skin comfort.

Is the chlorine in UK tap water safe?

Yes, at the levels used. Can a shower filter soften my water?

No. A shower filter does not soften water, and it does not remove hardness minerals. It works at the point of use to reduce contact with certain substances such as chlorine as you shower. To genuinely reduce hardness you would need a plumbed water softener, which is a different device.

Do most UK homes have hard water or chlorine?

In the south and east of England, most homes have both. Hardness comes from the chalk and limestone geology, and a chlorine residual is maintained by law on every supply. Softer water areas such as Scotland, Wales and the northwest still have chlorine, just far less hardness.

Why does my skin feel tight and my hair dull after a shower?

That stripped, tight feeling is more typical of chlorine, which acts as an oxidiser and can lift natural oils from skin and hair. A filmy, less lathering feeling points more to hard water minerals. Many UK showers deliver both effects together, so you may notice a mix.
